US preparing new sanctions against ‘shadow fleet’ if Putin rejects peace deal


The United States is preparing another round of sanctions against Russia’s energy sector to increase pressure on Moscow.

Among the sanctions being considered are Russia’s “shadow fleet” vessels and traders who facilitate oil trade, Reuters reports.

Treasury Secretary Scott Bessant discussed the move when he met with a group of European ambassadors earlier this week. New measures could be announced soon.

Ukraine’s ambassador to the United States, Olga Stefanishyna, also said on Facebook that the U.S. Senate has introduced a bipartisan bill, the Decreasing Russian Oil Profits Act of 2025, which would impose sanctions on those who buy or facilitate imports of Russian oil and petroleum products.

The bill creates a legal framework for increasing sanctions pressure on Russia’s oil revenues. If passed, the U.S. president would be required to impose sanctions on individuals involved in importing Russian oil within 90 days. This list will be formed by the Minister of Finance after consultations with the Secretary of State.
