Ukraine imposes new sanctions against captains of tankers carrying Rosneft

The new sanctions apply to 225 captains of the so-called “shadow fleet” who were involved in the export of Russian oil and petroleum products from the ports of the aggressor state.
This was reported by the presidential commissioner for sanctions policy Vladislav Vlasyuk on Facebook.
As Vlasyuk noted, the sanctions are being imposed against citizens of the Russian Federation, India, China, Vietnam and other countries. Many of them continued to work on tankers that were already under sanctions, knowingly participating in circumventing the sanctions restrictions.
“These are not random violations — this is systematic work to support exports, which directly finances the Russian budget and military spending,” Vlasyuk added.
He also gave specific examples of several captains who worked on tankers despite the fact that they were already under sanctions by Ukraine, the EU and the US. In particular, these are tankers:
• SAGITTA — captain Wang Hanwen, the vessel operated in the port of Vladivostok;
• STELLAR BEVERLY — Captain Li Zhenyi, the vessel operated in the port of Taman;
• PACIFIC GARNET — Captain Boklongan Patricio, the tanker transported oil from Novorossiysk to Italy;
• ASHER — Captain Doan Kuang Chung, also from Novorossiysk to one of the seaports in India;
• JUMBO — Captain Xianyue Tang, the tanker transported oil from the Russian port of Vostochny to the port of Dalian, China.
“Sanctions should apply not only to vessels or companies, but also to specific individuals who ensure the functioning of this scheme. Without personal responsibility, the “shadow fleet” will continue to operate as a tool for financing the war,” Vlasyuk concluded.
Earlier in February, Ukraine imposed new sanctions against tankers transporting Russian oil.
