Ukraine again called on IMO to strengthen control over vessels working for the benefit of the Russian Federation


Ukraine and the International Maritime Organization (IMO) discussed the issue of countering the “shadow fleet” and strengthening the security of international shipping.

This was reported by the press service of the Ministry for Development of Communities and Territories of Ukraine.

According to available estimates, the shadow fleet of the Russian Federation has more than 1,500 tankers and plays a key role in ensuring the export of energy resources bypassing the established restrictions.

Deputy Minister Andriy Kashuba stated that the use of the shadow fleet is a conscious state policy of Russia aimed at circumventing sanctions and continuing armed aggression. According to him, as long as this mechanism is working, the aggressor retains financial resources for waging war, and the problem goes beyond Ukraine and concerns trust in the international legal system and the security of global shipping.

It was also noted that the activities of the shadow fleet pose serious risks to maritime security.

Ukraine called on IMO member states to strengthen control over vessels operating outside the legal framework, inspect and detain vessels without proper registration or insurance, expand sanctions to the entire chain of involved individuals, companies and services, and eliminate legal loopholes that allow the functioning of the shadow fleet.
