Action for seafarers: in 2024, a complete transition from paper applications is planned
In 2024, Ukraine plans to completely abandon paper applications for seafarers to confirm or upgrade their qualifications.
A year ago, the Resolution of the Cabinet of Ministers No. 1499 entered into force – the official reference point for the reform in the field of certification of Ukrainian sailors. This was announced by the Deputy Prime Minister for Reconstruction of Ukraine – the Minister of Communities, Territories and Infrastructure Development Oleksandr Kubrakov.
According to him, it was a year of struggle against those who made millions from seafarers. In particular, there were numerous lawsuits and even temporary blocking of the work of the Shipping Administration.
“Today, more than 10,000 sailors of the command staff used the service of confirmation or qualification improvement, 10,900 qualification documents were produced. The number of seafarer ranks available for confirmation/promotion is constantly increasing. Every second Ukrainian sailor submits an application through “Diya”,” said Oleksandr Kubrakov.
He also emphasized that the goal for 2024 is to completely move away from paper applications.

There is also an additional option that allows you to get the original not only personally at the Shipping Administration, but also through a seafarer’s representative.
At the same time, more than 25,000 sailors have already been graduated under the new procedure, and the graduation of non-commissioned officers has also begun. The process of filing appeals by seafarers was also made transparent through “Diya”. In 5 months, only 304 sailors filed appeals through “Diya”.
There are also plans to launch certification services for enlisted personnel and to expand rank categories for sailors of the command staff on the “Diya” portal, as well as an information and communication system that will contain the State Register of Sailors’ Documents.
