MIU develops laws to participate in the Ballast Water Convention


The Ministry of Infrastructure has published bills, thanks to which Ukraine will be able to join the International Convention on the Control and Management of Ships’ Ballast Water and Sediments in 2004.

Thus, the Ministry has developed draft laws:

  • “On Ukraine’s accession to the International Convention on the Control and Management of Ships’ Ballast Water and Sediments and Their Management in 2004”;
  • on amendments to some legislative acts of Ukraine in connection with Ukraine’s accession to the convention;
  • on amendments to the Code of Ukraine on Administrative Offenses in connection with Ukraine’s accession to the convention.

The projects were developed in accordance with some provisions of the Law “On International Treaties of Ukraine”, as well as for the implementation of paragraph 1848 of the action plan for the implementation of the Association Agreement with the European Union.

The draft laws envisage the implementation of the provisions of the Convention on liability for violations in the handling of ballast water. Also, the documents propose to implement more thorough checks of foreign vessels, and other methods of controlling the handling of ballast water.

The draft law can be found on the MIU website. The department also requests comments and suggestions by e-mail.
