Ports of Odesa and Rotterdam to deepen cooperation amid increasing Russian attacks

Ukraine also offered the Netherlands to join the Ukraine Transport Support Fund.
Ukraine and the Netherlands discussed the development of cooperation between the ports of Odesa and Rotterdam. This was reported by the Minister of Reconstruction, Infrastructure and Transport Mykola Kalashnyk.
In the context of constant Russian attacks on Ukrainian port infrastructure, such interaction is important for preserving international logistics routes, the minister emphasized. Separately, Ukraine offered the Dutch side to join the Ukraine Transport Support Fund.
We will recall that earlier, the Odesa branch of the USPA signed a memorandum with the port of Rotterdam, the largest port in Europe. One of the areas identified was the restoration of Odesa’s port infrastructure and support for the maritime sector of Ukraine.
The financial component of the negotiations is the extension of the Ukraine Partnership Facility program for 2027 with a planned budget of 26.5 million euros. The parties agreed to work out the possibilities of attracting these funds to joint Ukrainian-Dutch infrastructure projects.

Grants range from €500,000 to €5 million, and are submitted by a Dutch company together with a Ukrainian partner. The third round closed on April 30, 2026.
As USM wrote the day before, the Ministry of Agrarian Policy has asked the European Union to compensate for €1.1 billion in logistical losses caused by Russian shelling.
