New rules on Sulina will increase the cost of cargo transit to Ukrainian ports


Shipowners whose vessels are heading through the Sulina Canal to the ports of Ukraine and Moldova have faced additional costs for processing T1 transit declarations.

This was reported by Avalon Shipping Operations Manager Kateryna Kononenko.

According to her, T1 declarations with a zero guarantee are no longer accepted. When processing documents, it is necessary to indicate the full value of the cargo, which increases the cost of the financial guarantee.

As a result, the processing of one T1 declaration can cost about 500 euros. At the same time, a separate document must be processed for each bill of lading.

Kateryna Kononenko also gives an example when in one case there were four bills of lading on board the vessel. As a result, the shipowner had to pay an additional 2 thousand euros just for processing T1 declarations.

“To avoid additional costs, shipowners are recommended to agree in advance with the charterers who will pay and process the ENS and T1 declarations,” Kononenko notes.

Previously, the Romanian port of Tulcea introduced additional reporting requirements for ship-generated waste after violations were identified during inspections.
