The Government Approved the Export Strategy until 2030


Ukraine is updating its approaches to export development in the context of post-war recovery and European integration.

The Cabinet of Ministers of Ukraine has approved a new Export Strategy of Ukraine for the period until 2030.

The document defines the key directions for the development of Ukrainian exports in the context of war, post-war recovery and deepening European integration.

The document is aimed at increasing the resilience of the Ukrainian economy, its technological renewal and a gradual transition to a model of export-oriented growth. The focus of the strategy is to increase the production and export of goods and services with higher added value, strengthen the competitiveness of Ukrainian companies in foreign markets, as well as expand the participation of micro, small and medium-sized businesses in foreign economic activity.

“Ukraine has strong production potential, our task is to help businesses realize it in foreign markets. The Export Strategy until 2030 defines how we will work to expand access to markets, develop tools to support exporters, and increase the share of value-added products in Ukrainian exports. This is important both for economic growth and for deepening Ukraine’s integration into the European Union market,” stressed Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine Taras Kachka, commenting on the Government’s decision.

The Strategy provides for three strategic goals:

• increasing the production of export-capable goods, improving the structure of exports, and increasing their average price;

• creating favorable conditions for conducting export activities;

• strengthening state capabilities, institutions, and tools for export development.

To achieve these goals, the document provides for the development of the production of medium- and high-tech goods, support for the processing industry, stimulation of investments in export-oriented production, elimination of tariff and non-tariff barriers, development of export financing, strengthening of trade and economic representation of Ukraine abroad, improvement of information and consulting support, digitalization of export services and promotion of Ukrainian goods and services in foreign markets.

Particular attention was paid to the development of state export support instruments. These include financial mechanisms, in particular products of the Export Credit Agency and banking instruments; comprehensive support for exporters from the Office for the Development of Entrepreneurship and Export; development of logistics and digital infrastructure; conclusion and modernization of trade agreements; protection of the interests of Ukrainian exporters; participation in international exhibitions and events; strengthening of economic diplomacy; development of the “Made in Ukraine” brand; as well as cooperation with international organizations.

Key indicators for achieving goals by 2030:

• reducing the share of raw and low-level processed products in total exports to 59% (for the first nine months of 2025 – 87.3%, according to the State Statistics Service);

• increasing the ratio of exports of goods and services to GDP to 33% (the level in 2024 – 29.4%, according to the State Statistics Service);

• increasing the share of exports of services in total exports of goods and services to 25% (for the first nine months of 2025 – 18%, according to the State Statistics Service);

• increasing the total volume of exports of goods and services to 85 billion US dollars (the level in 2025 – 48 billion US dollars according to the State Statistics Service and daily operational data of the State Customs Service).

The Strategy will be implemented in two stages. The first, in 2026-2028, will focus on creating favorable conditions for export development: improving legislation, eliminating trade barriers, developing financial instruments, attracting investment, and strengthening institutional capacity. It is expected that in 2028, the volume of exports of goods and services will reach 80 billion US dollars, and the share of products with a higher level of processing and exports of services will continue to grow.

The second stage in 2029-2030 involves further development and scaling up the initiated changes and the formation of a holistic system of support for Ukrainian exporters.

The Ministry of Economy, Environment and Agriculture of Ukraine will coordinate and monitor the implementation of the Strategy. Information on the implementation of the operational plan will be updated twice a year, and the annual report on the results of the Strategy will be considered by the Government.
